ALPRP centers harm, not just incarceration. Victims should receive automatic, simple, immediate support through one coordinated pathway, while residents use incarceration time for accountability, restitution, skill-building, and meaningful repair.

Haven Alabama

Centralized support for victims of crime

Victims should not have to search through disconnected agencies after trauma. Haven Alabama is ALPRP's proposed central hub for immediate trauma response, ongoing counseling as needed, financial support, safety planning, case navigation, victim-impact statement help, and access to a coordinated team of advocates and community resources.

Victims Advocacy Fund

Practical support, not symbolic concern

ALPRP proposes a Victims Advocacy Fund, partially supported by ADOC resident work programs, restitution payments, and designated correctional revenue. The fund would help make support faster and easier for victims instead of forcing them to wait through slow or confusing processes.

The guiding principle is direct: if the correctional system expects accountability from the person who caused harm, it must also provide real support to the person harmed.

Help should find the victim; the victim should not have to chase help.

Community Repair Projects

The punishment is lost time and freedom. The time should produce repair.

ALPRP does not add humiliation as punishment. Incarceration already removes freedom, autonomy, family presence, and ordinary life. The proposal asks Alabama to use that time for accountability, treatment, education, restitution, and substantial service that repairs real community harm.

Housing & Accessibility

Habitat for Humanity-style partnerships, home repairs, wheelchair ramps, weatherization, and safe-home improvements for vulnerable households.

Public & Nonprofit Facilities

Repairing community centers, shelters, libraries, reentry hubs, food pantries, playgrounds, and nonprofit spaces that serve public needs.

Disaster & Community Recovery

Supervised storm recovery, materials preparation, furniture repair, food-security infrastructure, and other projects that meet urgent community needs.

Aligned With the Five Stages

Victim support and repair run beside the resident journey.

Stage 1: Revive

Victims receive immediate trauma response and safety support while residents begin stabilization and victim-impact orientation.

Stage 2: Rehabilitate

Victims receive ongoing counseling and resource navigation while residents complete accountability education and skill preparation.

Stage 3: Rebuild

Residents work inside a structured setting, with wages and production tied to restitution, the Victims Advocacy Fund, or approved repair projects.

Stage 4: Restore

Eligible residents participate in supervised community repair projects. Victims may receive transition notifications, submit impact statements, or choose restorative options.

Stage 5: Release

Restitution, no-contact protections, supervision compliance, and community repair commitments continue after release where applicable.

Victim-led means victim-led.

Restorative justice under ALPRP must be voluntary, professionally screened, and controlled by the victim. Healing does not require forgiveness, reconciliation, public storytelling, or contact with the person who caused harm.
